Dalam data Direktorat Jenderal Pengelolaan Utang Kementerian Keuangan, utang tersebut lebih dari setengahnya dalam bentuk Surat Berharga Negara.

"Proporsi pinjaman luar negeri sebesar 34 persen, sedangkan SBN 65,7 persen," tulis keterangan itu.

Bila dilihat dari mata uang, utang tersebut mayoritas dalam bentuk dolar AS, kecuali SBN rupiah yang nilainya Rp955 triliun atau setara US$112 miliar. "Catatan ini merupakan angka sangat sementara."

Sejak 2006, outstanding utang per 31 Mei ini merupakan tertinggi. Pada 2006, utang pemerintah hanya US$144 miliar (Rp1.302 triliun dengan kurs saat itu Rp9.020 per dolar AS), dan pada 2007 naik lagi menjadi US$147 miliar (Rp1.389 triliun).

Sementara pada 2008 menjadi U$149 miliar (Rp1.636 triliun), pada 2009 US$169 miliar (Rp1.590 triliun), dan pada 2010 naik menjadi US$186 miliar atau Rp1.676 triliun.
